It’s crunch time for COPA! The Community Opportunity to Purchase Act—critical legislation to expand permanently affordable, community-controlled housing—is now on the brink of passage in the New York City Council.

Take action to push COPA over the finish line! The real estate lobby is attempting to block COPA, and we need all hands on deck to ensure the bill passes this year.

For over five years, New Economy Project has organized alongside 150+ community and tenant organizations to advance COPA, which will give community land trusts (CLTs) and other qualified affordable housing providers a first right to buy apartment buildings when a landlord decides to sell. The bill is modeled on policies already in place in San Francisco, Washington D.C. and other cities that have stabilized housing and prevented displacement for thousands of tenants.

COPA has secured sponsorship by an overwhelming majority of City Council Members, the strong endorsement of 50 community development corporations and CLTs, and enthusiastic support from the mayor-elect. COPA levels the playing field for nonprofit, mission-driven housing providers, which research shows deliver the most deeply affordable housing.
